Officials are also trying to track down the owners of the a canine with the possibility of filing charges against them for mistreatment of the animals.
"There are simply too many people out there who shouldn't have pets," said Leland Gordon, director of the society.
A black cocker spaniel brought into the shelter from Fairfield Township was in "terrible shape," Gordon said.
"It was so badly matted. It had urine mixed in with its fur and its rear legs were like rocks," Gordon said. "Ordinarily, when you touch a cocker spaniel it's real soft and furry, but they have to be groomed regularly.
"(The dog) was so matted in the rear that it had trouble walking."
Gordon is seeking information about the former owner.
"They're not getting the dog back, but we definitely want to know who they (are) so we can investigate and possibly (file) cruelty charges," he said.
