Ivan Callais allegedly was running a kennel without a permit and keeping unlicensed dogs. The city of Los Angeles plans to issue misdemeanor charges against Callais. There were dozens of escaped dogs roaming the streets from a home suspected of containing an unlicensed kennel.

People in the neighborhood called the police because of the escaped dogs roaming the streets near their homes.

Callais was charged last year with running a kennel without a permit and cruelty to animals. He was not at home when the latest incident occured when there were dozens of dogs running the streets. Some of animals seemed aggressive but did not bite anyone. Thirty to forty dogs were also found in his home.

The dogs were collies, German shepherds and Labrador retrievers. The dogs were taken to the West Valley Animal Shelter in Chatsworth and will be held as evidence. A few of the dogs required medical treatment.
