A dog with a chain embedded in its neck was found tethered to the railing of a Studio City house on Oct 9 and was taken away from its owner, the Society for the Prevention of Cruelty to Animals Los Angeles reported.
The 6-year-old golden retriever, which was picked up in the 3900 block of Avenida del Sol, also had a large tumor and cuts under his neck, according to spcaLA officers, who acted on information provided on the organization's cruelty tip line.
The canine was taken to an spcaLA facility for medical treatment. Humane officers will investigate the dog's owner, whose name was not released, for alleged animal cruelty and neglect, spcaLA spokeswoman Dawn Cotterell said. Any information collected by spcaLA will be forwarded to the City Attorney's Office, she said.
If convicted, the owner could face one year in jail and be ordered to pay restitution to spcaLA for the shelter and veterinary fees, Cotterell added.

Richard Ku Lee, 47, was charged Wednesday with animal cruelty and failing to provide proper veterinary care and attention to the golden retriever. He is free on $15,000 bail.
Investigators, who were sent to Lee's home on Oct. 9 after receiving reports of a dog chained to a fence without shelter, noticed a strong odor of decaying flesh and found the animal entangled in a foot-long chain, according to the City Attorney's Office.
Veterinarians treated the underweight canine for a 105-degree fever, an infected neck wound and borderline anemia, and concluded that the tangled chain had slowly cut into the animal's neck over the course of several weeks,
according to prosecutors.
Lee allegedly admitted he noticed the wounds and the pungent odor, but had chosen not to seek medical treatment for his pet, according to the City Attorney's Office.
The dog has undergone surgery and is expected to make a full recovery.
