A Concord woman has been charged with five counts of animal cruelty after authorities discovered several cats and dogs abandoned in her Conway apartment.

Kara Steinhilber, 22, was arrested by Concord police on Aug 25 and transported to Conway to be charged.

According to Conway police Lt. Joe Faia, police were called to an apartment on White Mountain Highway on July 14, after neighbors heard dogs barking.

Animal Control officer Betty Holmes responded and found that the animals in the apartment had not received cared "for quite some time." After obtaining a warrant, Holmes went into the apartment and discovered three dogs, one of them dead and the other two in serious condition because of a lack of food and water.

Earlier in , as the apartment was being cleared out, several dead cats were found. Holmes then sought a warrant for Steinhilber's arrest.

Steinhilber was in court for a bail hearing at the District Court of Northern Carroll County on Aug 29, where bail was set at $500 cash and $5,000 personal recognizance. She will be arraigned on Sept. 19.

Faia said each count of cruelty is a misdemeanor, punishable by up to a year in jail and a $2,000 fine.

A condition of bail is that she not care for any animals, according to court papers.
