Animal Control officer Betty Holmes responded and found that the animals in the apartment had not received cared "for quite some time." After obtaining a warrant, Holmes went into the apartment and discovered three dogs, one of them dead and the other two in serious condition because of a lack of food and water.
Earlier in , as the apartment was being cleared out, several dead cats were found. Holmes then sought a warrant for Steinhilber's arrest.
Steinhilber was in court for a bail hearing at the District Court of Northern Carroll County on Aug 29, where bail was set at $500 cash and $5,000 personal recognizance. She will be arraigned on Sept. 19.
Faia said each count of cruelty is a misdemeanor, punishable by up to a year in jail and a $2,000 fine.
