Officers of the Humane League in Lancaster County want to find the person who tossed a dog into a garbage bin.
Staff members at the Humane League said the dog, who they have named Hope, was found near the Rockvale Outlets along the 2100 block of Millstream Road in August. It is illegal to abandon an animal and staff members want to know who's responsible so they can press charges. Hope was in bad condition when she was found. She was dehydrated, had open sores and was missing a chunk of her leg.
Hope is recovering. Staff members said she is learning to trust people, but she is not yet up for adoption. She will likely remain in foster care for about six months.
