A 40-year-old man will be arraigned in Carter County Sessions Court on 8/27/2002 on charges of animal cruelty following an incident last week in which police say it appeared he had sexually assaulted the family dog.

Cleveland Eugene Norris, 406 E. Mill St., also faces charges that he filed a false police report and violated an order of protection. Norris was arrested on Thursday when officers from the Elizabethton Police Department responded to a call from his estranged wife, Tammy Norris. Mrs. Norris told officers that her husband had violated an order of protection by coming to the residence.

She said Norris had threatened and cursed her. The police report also states that Mrs. Norris told officers that it appeared her husband had "sexually assaulted their pet dog."

Officers said the dog appeared to be injured, which prompted them to call Elizabethton/Carter County Animal Rescue to investigate the matter.
