Lyon County Animal Control confiscated a puppy from a Silver Springs man after the man allegedly bound the dog's front legs with nylon rope to keep it from digging.

According to Animal Control Officer Noni Higley, she located the female pup in a yard off Fifth Street on July 22.

"She had a one-inch-wide nylon strap wrapped around her feet, held on with a screw, nut and a bolt," Higley said.

After observing the border collie-cross pup hop across the yard and seeing that it had an infection in one of its feet, Higley said she decided to confiscate the dog.

The binds were so tight, it took pliers and a screw driver to free the animal from its hobbles. The restraints also had torn one of the pup's dew claws.

"I want to know any reason why somebody would hobble a puppy's legs. I have never heard such a thing," Higley recalled.

When the animal's owner returned home, he found Higley's note and called.

"He said the puppy's feet were bound because it was tearing up the landscape," she said.

Higley said the dog, named Ruby, was checked out by a veterinarian who cleaned up the infection and wound. She said the vet estimated the 6-month-old pup had been hobbled for about 10 days.

"There was a concern that the infection was so far into that paw it would have to be removed. If this had been left on any longer, that dog could have lost her leg," Higley said.

Higley said the pet owner is fighting the removal of his animal.

He was cited for animal cruelty and will appear in Fernley Justice Court on the citation.

Higley said the owner apologized for his actions when he came into the shelter with his crying son in tow.

"That dog could have lost her leg. This was a really bad judgment call on the owner's behalf," she said. "Sometimes I just think people forget these are living, breathing creatures."

Ruby is being cared for at the shelter.

A Silver Springs man cite on a cruelty to animals charge will appear in Fernley Justice Court on June 5.

Jesse Robinson was initiated scheduled to appear on Jan. 9 but the case has been rescheduled.

The 49-year old Silver Springs man was cited on the charge of cruelty to animals back in July 2006, after Lyon County Animal Control Officer Nonie Higley found a five month old border collie-cross, which had been hobbled with a nylon tie, screws and bolts so tight that the pup has an infection on the leg.

The owner of a puppy found hobbled in a Silver Springs yard will appear in Fernley Justice Court on Jan. 16.

Jesse Robinson, 49, was cited for misdemeanor animal cruelty after animal control officers found a female border collie-cross pup named Ruby hopping around his yard off Fifth Street on July 22.

Animal Control Officer Noni Higley said a one-inch-wide nylon strap held on with a screw, nut and a bolt was wrapped around the dogs front legs. She said the vet estimated the 6-month-old pup had been hobbled for about 10 days. The restraints tore off one of the dog's dew claws and caused an infection that, if left untreated would have resulted in amputation of the dog's leg, Higley said.

Robinson allegedly told officers he hobbled Ruby to prevent her from digging in the yard.

Lyon County Deputy District Attorney Brandi Jensen said the misdemeanor citation carries a penalty of up to six months in jail.
