A 45-year-old man was cited on suspicion of animal neglect at 10:46 a.m. July 15 at International House of Pancakes, 8445 N. Cerius Stravenue. Police found a dog on the floorboard in the man's van. The windows had shade coverings and were open about 4 inches. According to the report, the temperature outside the van was 97 degrees. An officer got the dog out of the van and gave it some water. The owner came out of the restaurant and laughed about the citation.
