In a rural Orange County township where many farms have horses, investigators were trying to determine whether any owners recently lost the animal whose severed head was found in the above-ground swimming pool of a town board member.
Wawayanda Councilwoman Gail Soro and her husband had used the pool Monday night. On Tuesday, they found the horse's head underwater.
"The primary focus of our investigation, in addition to the obvious - who did it and why - we're trying to identify where the horse came from," State Police Capt. Wayne Olson said. "We're looking at interviews with veterinarians and horse farms. Obviously we'd ask any private owners who may be missing an animal to give us a call."
Olson said investigators are trying to determine how the horse died. "It's really hard to tell what crimes are applicable. This could be just a disgusting example of harassment and trespass or it could be animal cruelty," he said.
State Police Lt. Pierce Gallagher said it appeared the horse had been dead for three or four days.
