A Spencer County horse owner could face charges of animal neglect.

Kimi Joiner says she wants her horses back. They were seized by Indiana State Police back in May, after officials say they found evidence of neglect.

According to police, the animals were kept in and around a junkyard. And when the horses were found in the pasture, there was no fresh water or hay available.

The horses are currently at a rescue center in Louisville.

A veterinarian says the oldest horse was in poor condition due to malnutrition. Since being at the rescue center, the horse has gained 44 pounds.

Anthony Caldwell of Indiana Horse Rescue tells us, "This horse's bones were very evident. His ribs were clearly definable and his muscle was deteriorating."

Kimi Joiner says, "This horse shouldn't be alive. She looks good. Well, not good, but I'm sure if I just worked on her constantly she would be different."

Joiner insists she was feeding her horses and says the oldest was emaciated because of her age.

The issue with the other two horses was their hooves. The vet report said the feet were neglected.

No criminal charges have been filed at this time.
