The scars on 8-month-old Dutchess's neck are much better now. In June, police say they found the Akita mix dog her chained to a rope that had become embedded in her neck.

"It was open and angry looking and red," said Save-A-Life animal rescuer Pam Hunt. "She also had a big abscess on her back leg."

Hunt says Dutchess could hardly walk when she saw her. It was a heartbreaking sight for someone who spends so much time saving the lives of animals.

And in this case, the person accused, 35-year-old Sherri Jones, is facing charges.

"She loves to be around children," said Hunt. "We don't want her being home alone. I think she had enough of that being tied up in the backyard with no food or water."

Dutchess's old owner now faces a misdemeanor offense of animal cruelty punishable by up to a $1000 fine or up to twelve months in jail. Savannah-Chatham police say depending on the severity of the crime animal cruelty cases can carry a felony penalty of up to five years in prison.
