Over 20 dogs have been rescued from a Steubenville home in deplorable conditions.

Police went to the Lincoln Avenue home on July 12, where inches of dog feces and urine covered the floor and the furniture was ripped to shreds.

Steubenville Police Chief Bill McCafferty said this case of animal cruelty stands apart from any others.

"This is the worst case I've ever seen," McCafferty said.

Police discovered the 22 dogs on July 6 after neighbors reported a foul smell. Police have been caring for the animals while they search for the owner.

McCafferty described the animals as "skinny, hair missing. It's a shame someone would let this happen to an animal."

Dozens of dog food bags were found inside the home, indicating that someone else was also feeding them.

He said police still have not found the person responsible, but that person will face multiple animal cruelty charges. A Canton bank foreclosed on the home recently.

McCafferty said this is also a moral issue.

"You shouldn't leave 20-some dogs in a house unattended. I don't know why someone would have (that many) dogs to begin with," he said.

Some of the dogs were puppies, and a few cats were also found outside.

Police said many are still adoptable. Persons who would like to give an animal a loving home should contact the animal shelters in Jefferson, Brooke, Belmont and Hancock counties, as well as Hound's Haven.

Case Updates

A Steubenville woman accused of keeping more than 20 dogs in filthy conditions pleaded not guilty to animal cruelty.

Hazel Edroso was arrested at the Save-A-Lot on an animal cruelty warrant after someone tipped them off that she was there.

In July, police said they found Edroso's underfed dogs living in feces and trash.

"It was deplorable. I'd like to see the courts do as much as they can to make her pay for this," said Steubenville Police Chief Bill McCafferty.

Edroso is charged with falsification, abandoning animals and cruelty to animals.

She is scheduled to appear in court again later this month.
