A case of animal abuse was discovered on July 12 in White County. One dog was found dead and 21 others, mostly pit bulls, were left outside on chains with no food or water. White County Authorities also found a pit on the property they believe could have been used for dog fighting. The owner was nowhere to be found and no charges have been filed.

A neighbor who had been trying to take care of the animals said that one dog had been dead for at least a week. The other 21 dogs, mostly pit bulls, had been left wasting away on dusty plots of land with no food or water.

Kay Jordan, Pulaski County: "Most of the bowls were dry as a bone when we got here today, the young man who has been trying to come everyday but you know there's not water at the location here..."

That's because the man living in the trailer moved out last Sunday and shut off his well water. White County authorities said he could face 22 counts of animal cruelty and each charge carries a thousand dollar fine and a year of jail time.

A pit made of old doors could be found at the back of the property.

According to Jimmy Ervin, White County Deputy, "Like I say we're still investigating this but there is a pit back there and that's normally used for fighting of these dogs..."

"That's normal usually the pit is way back away from where the dogs are chained and people come thru to bring their dogs in to fight..."

An animal cruelty trial is to begin this week in White County Circuit Court. Donald "Jerome" Jolly faces numerous counts of animal cruelty and unlawful dog fighting. In July, the sheriff's office and humane society volunteers found almost two dozen dogs neglected and found a fighting ring on Jolly's property. The dogs had no water and one dog was dead. The trial is to begin Tuesday morning.

Animal cruelty is punishable by up to a year in jail and a maximum one-thousand dollar fine. Unlawful dog fighting carries a penalty of up to six years in prison.

If convicted, Jolly also would be responsible for humane society expenses for boarding and caring for the animals, estimated so far at nearly 16-thousand dollars.

Sheriff Deputies arrested 41-year-old Donald Jolly and charged him with 23 counts of animal cruelty after authorities last week discovered more than 20 dogs most of them pit bulls in destitute conditions.

Now animal activists want the man responsible to be severely punished.

The Pulaski County Humane Society doesnt think its enough. Friday volunteers along with the White County Sheriffs department seized animals in deplorable conditions.

Friday in White County volunteers rounded up dog after dog in a seize thats among the largest in this area.

On Wednesday at least 20 dogs were found alive and one dead on this property.

The owner was just recently taken into custody facing 23 misdemeanor charges.

(Kay Jordan, Pulaski County Humane Society) "Its a slap on the wrist! It is a thousand dollar fine, a year in jail per count, but it can be lumped together and the one fine of $1,000 and jail time can be suspended."

Kay Jordan with the Humane Society is pushing for legislation making animal abuse a felony these dogs were found malnourished and in chains.

A pit was also found on the property authorities believed could be used for dog fighting... though no charges were ever filed.

One mule, one horse, and 20 live dogs were seized.
