A U.S. Department of Agriculture administrative law judge has found Wallace Brandon, a horse trainer from Franklin, Tenn., and Jerry and Kathy Graves, horse owners in Moss, Tenn., guilty of violating the Horse Protection Act.
"Brandon entered a sore horse into competition at the Celebration and the Graves allowed it," said W. Ron DeHaven, deputy administrator for animal care with USDA's Animal and Plant Health Inspection Service. "In instances where we find sore horses, we will go after all responsible parties."
Brandon and the Graves were fined $2,000 each and are disqualified for one year from showing, exhibiting, or entering any horse in any horse show or exhibition.
