While on patrol in the Glenwood Springs Mall parking lot, an officer observed a vehicle in the parking lot with a dog inside. The temperature outside was 91 degrees, and the animal had been left inside the vehicle for more than 20 minutes. The animal had no water. Police charged Mana Elva Velez, 44, with animal cruelty.
