A Dover woman is facing animal abuse charges, along with elderly abuse charges.

Animal control officers found 22 dogs, a cat and 3 birds inside a woman's home on Highway 92 in Dover.

Officers also made another find inside that home, an elderly woman.

Inspectors say they were shocked to see what they called deplorable conditions when they went inside.

Garbage is scattered everywhere outside the home, including empty milk cartons, aluminum cans and empty coolers.

Inside, they found boxes and trashed piled up to the ceiling.

Deputies arrested 51-year old Virginia Gayle Brewer on multiple counts of animal cruelty.

Animal Services Inspector Kenneth Vetzel says, "The person that owned the dogs here had the means to have and care for them, and by her own admission, refused to."

Investigators believe Brewer was hoarding the animals, which they call a mental illness.

But that's not all, Brewer is also charged with neglecting her elderly mother who lived in the home.

Officials would not talk about her condition, but did say she was transported to the hospital for treatment.
