Authorities said a man was walking his dog on June 17, 2006 when he found a tarp covering several large rubber tubs. The tubs contained three dogs that had been there for several days.
The dogs had died earlier and were dropped off in the desert.
The cause of the death could not be determined because the dogs had decomposed.
The Animal Cruelty Taskforce of Southern Arizona and Pima Animal Care Center officials are investigating.

Curtis Aaron Matthew, 18, was arrested on suspicion of three counts of animal cruelty, said Sgt. Jose Alvarez, a Marana Police Department spokesman.
The investigation began June 17 when a man walking his dog near West Cortaro Road and I-10 found a tarp covering several large tubs.
The tubs contained three dogs that had been there for several days. Police that the dogs had died at an earlier time and were dropped in the desert.
All three dogs, which were found without tags, were wearing bark collars.
They were described as a black-and-white Australian shepherd mix, a black-and-white terrier mix and a cream Labrador mix.
The dogs belonged to Matthew's mother, Alvarez said.
His mother had gone out of town and asked Matthew to watch the pets. He returned home one night to find them dead, Alvarez said.
Investigators later learned that the dogs died from dehydration.
