Rose Marie Richie was denied a special use permit on Sept 14, 1990, when county planners ruled she was using the property as an animal care center, not a home.
Richie says she and a friend keep 50 dogs on the 1.6 acre property but the county planners have counted 57 dogs.
Richie's neighbors have complained about the barking and the stench coming from the property. The Sheriff's department testified the dogs have caused neighborhood disputes for years.
Richie also has seven goats, ten ducks, five geese and some burros. She said she loves all her animals and can't think of getting rid of them.
When the Dona Ana County Commissioners decided she should get rid of her approximately 57 dogs, her comment to her neighbors was, "I hope you all go to hell."
