In response to a complaint Animal Services responded to above address and located three horses in thin to emaciated condition. One horse, named Logan, had an injury to the right thigh requiring veterinary treatment. Satin and Dollar were in better shape but very thin (See before and after photos). Blood tests determined the horses were malnourished.

The property was for sale so Citrus County Animal Services contacted the realty company to locate the owner. Judge Yerman awarded custody of the horses to Citrus County Animal Services and awarded restitution charges. CCAS was able to determine when the closing of the property was and filed a restitution lien against the proceeds of the sale. The State Attorney filed criminal charges and issued a warrant. Working with the Citrus County Sheriff Department, they delayed the arrest of Mr. Dove until the closing of the property so CCAS could recover restitution fees. After the closing of the property, Mr. Dove was arrested and charged with cruelty to animals.

When questioned about the condition of the horses, Dove stated that he was traveling and forgot he owned horses.

Dove pleaded guilty and was sentenced to 2 years probation and time served.
