James Turner Brown, 44, has been ordered by County Judge H. Pope Hamrick not to have contact with the dogs after they are placed in the Halifax Humane Society facility.

Brown kept 12 dogs in a small room at his mother's home and neglected them. He has been charged with animal neglect and confinement. Animal Control Officer Melanie Baum said Brown kept the 12 dogs in a 15 x 15 foot room at his mother's home. The dogs had four food bowls over which they fought to get their food.

On May 23 eight of the twelve dogs were taken after a Daytona Beach police sergeant ordered four dogs to be left with Brown. The four remaining dogs were removed from the home on Thursday.

Animal Control Officer Baum said she was chasing some dogs on the street and they ran to the home. One of the dogs pushed open a gate and she saw eight heads sticking out of a window.

The authorities said Brown had moved to Daytona Beach after he was charged with running an illegal kennel in Holly Hill.

The Holly Hill officials said there were twenty dogs taken from his New Castle Court home on May 13 after a female dog was mauled to death in a makeshift kennel. Brown took his remaining 15 dogs before the 4:00 p.m. deadline on May 14. He placed two in the Flagler County Humane Society, placed one dog in a home and moved to his mother's home in Daytona Beach with the remaining 12 dogs.
