2 dead dogs dumped on highway

Someone noticed two large plastic bags on the side of ramp I-77 from South Tryon Street. Inside those bags, investigators found two dead dogs. The bodies were so badly decomposed that Animal Control cannot say if the dogs were involved in illegal dog fighting, or if they died of natural causes.
