The owner of a dozen undernourished horses received notice on May 22 that she faces criminal charges and that the animals will be taken from her. The notice of seizure came after a foal died over the weekend at Evelyn Floyd's horse farm near Vacaville. Floyd has until 1:30 p.m. May 24 to appeal the notice. If she decides to appeal, there will be a hearing within 48 hours. Otherwise, the animals could be seized as early as May 24 afternoon. Floyd also faces multiple criminal charges for animal neglect and cruelty.

Deanana Hazen of the animal welfare group, Sky's the Limit, said she is sad about the foal's death, but "relieved [the horses] will finally get the care they need."

Last week a veterinarian from U.C. Davis visited the farm after neighbors complained the horses were too thin. Sharon Spier agreed there were signs of malnutrition, but she stopped short of recommending they be impounded. Instead, she wrote out recommendations for feeding and care. Those recommendations went to Solano County Animal Control workers who were to monitor to make sure Floyd cares for the horses. That plan was altered when a foal had to be put down over the weekend.
