The U.S. Department of Agriculture recently charged licensed animal exhibitors Betty Honn's Animal Adoptions Ltd., and its president, Betty Honn, in Henderson, Nev., with violations of the Animal Welfare Act.

Dale F. Schwindaman, deputy administrator for regulatory enforcement and animal care, with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area, said that between October 1992 and September 1994 APHIS inspectors found that Honn and Honn's Animal Adoptions allegedly violated the regulations and standards of the Act.

APHIS inspectors found that Honn and Honn's Animal Adoptions failed to:

--maintain programs of disease control and prevention, euthanasia, and adequate veterinary care;

--store supplies of food for dogs, nonhuman primates, and other animals in a manner that protects them from spoilage, contamination, and vermin infestation;

--make provisions for the regular and frequent collection, removal, and disposal of water and other fluids and wastes, in a manner that minimizes contamination and disease risk;

--establish and maintain an effective pest control program;

--keep water receptacles clean and sanitary;

--clean primary enclosures;

--maintain animals in compatible groups in their primary enclosures;

--maintain in good repair structurally sound primary dog enclosures;

--keep premises clean and in good repair in order to protect the nonhuman primates and other animals from injury, to facilitate the required husbandry practices, and reduce or eliminate breeding and living areas for rodents, pests, and vermin;

--keep the premises free of accumulations of trash and debris, junk, waste, and discarded matter;

--develop, document, and follow an appropriate plan for environmental enhancement adequate to promote the psychological well-being of nonhuman primates;

--provide nonhuman primates and other animals with food that was wholesome and free from contamination;

--keep primary enclosures for nonhuman primates and other animals clean and sanitized; and

--obtain a determination by an attending veterinarian that nonhuman primates housed outdoors were acclimated to the prevailing conditions.
