The U.S. Department of Agriculture and Dean Schocker, an unlicensed animal dealer doing business in New Liberty, Iowa, have agreed to a consent decision and order regarding violations of the Animal Welfare Act. "Operating without a license circumvents the inspection process," said W. Ron DeHaven, deputy administrator for animal care with USDA's Animal and Plant Health Inspection Service. "If we cannot inspect a facility, we cannot ensure the safety and well-being of the animals there."
Schocker neither admitted nor denied any violations of the AWA but agreed to a civil penalty of $2,500. That penalty is suspended provided Schocker does not violate the AWA in the future.
