Dogs were rescued from a filthy trailer on April 28 in Schuylkill County. S.P.C.A. officials said conditions were disgusting but the owners will not be cited for animal cruelty.
"It most certainly has to be uncomfortable to have your hair matted right to your skin. It has to be uncomfortable," said Denise Turkavage with the Hillside S.P.C.A. That's the condition of three out of four dogs taken from their owner near Mahanoy City. They're now at the Hillside S.P.C.A.
"The living conditions were abominable," added Turkavage. She was inside the place where the dogs lived. "The trailer was a small camper and full of feces and urine and the ammonia was enough to knock you out."
The dogs' owner, John Mooney, said it was best that humane officials took the dogs. "I actually miss them," he added. Mooney said he has fallen on hard times. His house burned down. "I stay here with friends for now until I can find a job and get on my feet. I lost my home five years ago and spent five months in my vehicle with my dogs not much bigger than your own," he said.
S.P.C.A. investigators won't file cruelty charges against Mooney. They inspected the dogs a few months ago and didn't find any problems. "His intention wasn't to hurt them. I just think he lost control," Turkavage said.
"I guess it got worse during the last two to three months when I got layed off. I don't have money to keep myself right now," Mooney said.
