Animal Control seized all 82 animals found on Barr's property. Including 69 dogs, eight chickens, and five cats. Barr was charged with cruelty to animals, being an unfit owner, and failing to provide adequate care. She pled no contest to the charges and after showing photos of some of the dogs seized and the conditions they were found in, Commonwealth's Attorney Stephen Best said, "this is a willful abuse of animals to horrific extents... I hope the fa�ade that [Barr] was a caretaker to the homeless and needy has been shattered today."
Anne Lewis, the President and founder of Friends of Homeless Animals was also charged with one count of knowingly place or cause to be placed a number of dogs in a boarding kennel, of knowing or having reason to know that such facility was constructed or operated or maintained in such a manner as to be detrimental to the health and welfare of the animals kept there.
Friends' filed a petition with the court for custody of 50 of the dogs claiming they owned them, not Katie Barr. Barr appealed her sentence to Circuit Court where Judge Thomas Kenny presided over a 4 day trial, were detailed testimony was given over several dogs.
One dog, Dexter, had its teeth filed down to the pulp, causing rotting and abscesses. While the Judge called the veterinarians actions in this case "barbaric," the judge ruled that Barr was not responsible, since it was Anne Lewis that ordered this procedure to be done on this dog. Barr was found guilty of failing to provide adequate care for 3 of the dogs. Judge Kenny ruled that Barr could reopen her kennel once it passed inspection and was deemed safe by Fairfax County Animal Control, which it never was.
