Minne Lou Anderson, 77, has been cited on 12 counts of animal neglect. Animal control officers confiscated 43 dogs and 15 cats at her home on Tuesday in the 200 block of Duluth Highway.
It was said the woman could not say no to a stray. "There was a lot animal fecal matter around the house. The place was in disarray."
The charges stem more from the squalid condition of her home than any mistreatment of the animals.
There is expected more charges will be filed against Anderson. County officials are scheduled to visit the home to see if it is fit for human habitation.
The cats and dogs were removed to the Gwinnett County animal shelter. Anderson has been allowed to keep 10 dogs. More than 20 barking Chihuahuas were seized at the home, along with 10 puppies still nursing on their mothers.
