Donna and Ruth Adcox, renters of a property on 252 Rasnick Hollow Road, were violating the law just by having animals in their possession. "They are under court order not to own any animals for the next five years. In May 2001 we took charges of animal neglect out on them. A sentence of unsupervised probation was handed down last March."
When Carter County Animal Rescue and the sheriff's department arrived at Adcox's property, the cow was extremely weak from lack of access to food. The starving cow was given medication intravenously, but did not make it through the night.
No additional charges have been filed against the Adcoxs. They originally denied owning the livestock. It is expected the Carter County Sheriff's Department will file charges of neglect and animal cruelty against the owners sin the near future.
Neighbors have said they tried to alert the authorities months ago that the animals were being neglected on the property. An adjoining landowner left messages with the Carter County Animal Rescue about the poor conditions the cows were living in. "Their cows are always tearing down the fence to get into my pasture to eat. I called about six months ago and got a recording and never did get a call back."
Animal rescue did confirm they had received four calls on the neglect case. After the last call, the police got involved in an investigation.
The surviving livestock has been fostered out to a concerned neighbor. He removed the goats, horse and one cow from the property.
