A rural Borup, Minn. man faces felony charges in a case of neglect and abuse of farm animals.

David Ginger, 52, is charged with five counts of animal torture and neglect ... and one count of improper carcass disposal.

Court documents say Clay County Deputies and a veterinarian found a starving horse on Ginger's property with no food, water or shelter.

Authorities took the horse into protective custody, along with a neglected ram and several chickens. They say they also found a dead horse that appeared to have been eaten by dogs.

Ginger's mail carrier tipped off authorities about the animals.

In 2003, Ginger was convicted in a similar case after authorities seized several horses, goats, pigs and other animals from his farm.
