Dog left in house 3 weeks with no food,water

Alleged: Walter Betancourt

A Reading man has been arrested on animal cruelty and theft charges for leaving a dog locked for about a month with no food or water in the residence he shared with another man, officials said. He also stole another dog that belonged to the housemate, officials said.

Walter Betancourt, 22, also was accused of stealing televisions, a computer and other electronic equipment belonging to Hector Carreras, with whom he had resided in the 1300 block of Cotton Street. Betancourt was committed to Berks County Prison in lieu of $20,000 bail after arraignment Sunday night before District Judge Michael J. Leonardziak in Reading Central Court. Police did not have his current address.

Investigators gave this account: Carreras left the dogs with Betancourt on Feb. 3, 2006 when Carreras was committed to the county prison on a scofflaw warrant. When Carreras returned home March 3, 2006, he discovered that the items and his pit bull-Rottweiler mix were missing.
A neighbor told him Betancourt had moved out more than three weeks earlier and left his other dog, a Labrador, in the house. When police arrived, they found the Labrador in the house with no signs it had been given food or water. Betancourt later told Carreras he took the items to another residence for safekeeping. Carreras went to that residence and recovered some of the items. Betancourt then told Carreras he sold the rest of the items and gave the pit bull away.
