An Effingham County man is facing seven counts of cruelty to animals. Sheriff's deputies arrested Craig Armstrong on March 19, 2006. They say Armstrong had seven dogs living in a pen covered with feces at his Springfield home. The dogs appeared to have been starving. One was too weak to stand up. Police say it did not look like anyone had cared for the dogs in several weeks.

The owner admits he hadn't fed them in about two weeks. He said he's been busy with a death in the family and vacation. The dogs have been turned over to animal control.
