A Deer Street resident has been charged with cruelty to animals following Dunkirk Police going to the residence to serve a parole warrant. Henry Lee Smith, 44, of 203 Deer Street was charged with torturing and injuring animals. According to the report, Dunkirk Police found a pitbull in a cage in the basement. The dog had several open wounds on it's face and ribs, and there was no water or food in the cage. Animal Control Officer Wally Baker transported the dog to Fredonia Animal Hospital where it was determined that the dog was neglected and malnourished.
