Victoria Webb, 40, has a history of animal neglect and is in police custody for violating her parole.
Webb tried to sell a $300 Maine Coon kitten to an undercover police officer at the Clackamas Promenade shopping center.
In March 19, nineteen cats were removed from Webb's Tigard home. The cats had been living in a dark attic with sealed ventilation ducts with animal waste, broken glass and garbage on the floor of the attic.
Later on that same month Webb was convicted of animal neglect and criminal mistreatment charges stemming from various incidents. Webb was ordered not to possess any pets.
Previously in Oct 2000, Washington County deputies removed five children and 16 pets from Webb's home outside Beaverton. It was reported garbage, human and animal waste littered the home. Some of the animals had mange, ringworm and other illnesses.
A tip to the police department said Webb had classified ads in the Oregonian. The tipster had purchased three cats from Webb, two of them died within days after their purchase. Webb had used a false name to purchase the classified ads.
The police called Webb saying they were interested in purchasing a kitten and arrangements were made to meet Webb at the shopping center. The kittens were not a special breed as Webb had said. The striped kittens and cat were taken to the Bonnie L. Hays Small Animal Shelter in Hillsboro.
