A St. Johns County man was arrested on March 16 afternoon on charges of animal cruelty and filing a false police report, after he reported that his family dog had been beheaded.

According to the report filed by Deputy Matthew Croxford, he responded to the 7000 block of County Road 13 South to reference threats, criminal mischief, and the beheading of the family dog.

The suspect, who was later identified as 36-year-old Frank Lynn Feldman, told deputies that he had been receiving threats and that the tires to his truck had been recently slashed. Further, he led deputies to his truck where he stated someone had placed the dogs head on his truck seat.

The report went on to state that Feldman began telling investigators only the head of the dog had been discovered and that a bobcat may have taken the body.

While looking for evidence of the incident, deputies smelled an unpleasant odor similar to burnt hair and looked into a barrel, which was used to burn refuse, and discovered the burnt remains believed to be the body of the dog.

Police said when Feldman was confronted with inconsistencies in his story, the discovery of the burnt dog and a "Bobcat" tractor on the property, he began to alter his story after writing a sworn affidavit.

Feldman was arrested and taken to the St. Johns County Jail where he is being held on a $20,000.00 bond. Motive for why he allegedly killed the dog is known.

In a previous incident, about a month and a half ago Feldman was taken into custody after climbing to the top of the St. Augustine Lighthouse wearing a tiger suit. He was charged with burglary for that incident.
