A 55-year-old man was charged on March 14 with aggravated cruelty to animals after eight puppies were found dead in a garage. Wilbert D. Ross of Granite City is accused of abandoning a dog and her 15 puppies in a garage of an unoccupied home in Granite City in freezing temperatures without food, water or shelter.
Police were notified by the O'Fallon Animal Protection Agency, which received complaints about the dogs in the garage. The dogs were found without water and food, and the air temperature in the garage was 23 degrees. Police said the dogs needed medical attention and were taken to the O'Fallon Animal Protection Agency.
Ross was the last person to reside in the home, which appeared vacant when police arrived, police said.
