A construction worker, in March 2006, reported finding a tied garbage bag near the railroad tracks between Union Road and Louise Avenue that held about eight dead dogs - three adult and five Chihuahua puppies. Though finding discarded dead family pets along the railroad tracks is common, Rowe said he believed these dogs were killed.
