Rhonda S. Zeigler, 43, was arrested in Loogootee on a warrant for for animal cruelty.

The Oakland City woman was allegedly mistreating 38 dogs in her home and running a puppy mill in her home.

When officers went to her home with an arrest warrant, she was not at home and they were unable to locate her.

Zeigler has been charged with one count of neglect of animals, a misdemeanor carrying a maximum penalty of 180 days in jail and a fine of $1,000. She was set free on bond.

When animal service officers visited her home last week, some of the dogs were found crammed into rabbit cages, some had broken bones, punctured eyes and manage.
