Dog tied to radiator for days, no food or water

A man who had been arrested at least 38 times on charges including robbery, burglary and grand larceny was arrested again on Feb 28, 2006 on allegations that he left his dog tied to a radiator for days without food or water, authorities said.

An animal cruelty agent was on hand to arrest Herman Wilson when he appeared in housing court on an unrelated charge, the American Society for the Prevention of Cruelty to Animals said.

The 8-year-old pit bull mix was found on Sept. 9, 2005, when agents searched Wilson's Manhattan apartment to investigate complaints about a thin barking dog looking out the window, the ASPCA said.

Wilson, 42, apparently had abandoned the apartment and left behind the dog, then named Princess, the agency said. After a five-month investigation, Special Agent Joseph Lemos tracked Wilson down in housing court on Tuesday, ASPCA spokesman Joe Pentangelo said.

It was 16 years to the day since Wilson's first arrest in New York state on a charge of criminal possession of a controlled substance with intent to sell, Pentangelo said.

The ASPCA hospitalized the dog and treated it for dehydration and emaciation. The dog, now named Athena, was just 33 pounds when it was rescued but gained 14 pounds after three weeks on a normal diet, the ASPCA said.

Wilson was being charged with one count of animal cruelty and one count of animal abandonment. He was in central booking late Tuesday night and was unavailable for comment.

Pentangelo said Tuesday's arrest was his 39th in New York state and his first by the ASPCA. He said he did not have access to records from other states.

Law enforcement agents of the ASPCA, a private animal rights organization, investigate crimes against animals and are authorized to carry out warrants and carry firearms.
