In the Bronx, Special Agent Henry Ruiz arrested 29-year-old Thomas Andrews and charged him with animal cruelty. Andrews' dog, named C4, was found with three broken teeth and a swollen wound on the top of his head, Pentangelo said. The dog, a 5-year-old pit bull, showed other signs of neglect. His nails were so overgrown, he had difficulty walking.
