A Staten Island man who manages a charity car lot called Cars That Care was arrested for starving his dog.
Juan Caballero, 44, was arrested by ASPCA Special Agent Kristi Adams and charged with one count of animal cruelty.
Buster, a 3-year-old pit bull terrier mix, weighed only 39 pounds when agents took him from the lot at 1724 Richmond Terrace about two weeks ago. He has gained more than 15 pounds during his time at the ASPCA hospital.
Agents had been called to the lot once before because Caballero failed to provide shelter for the dog.
