A horse trainer who once led the standings at the city's harness track was accused by police of beating a horse with a lead rod on the facility's backstretch in June.

The Saratoga Springs Police Department began a monthlong investigation into the abuse in early February, after receiving a written complaint from People for the Ethical Treatment of Animals about the lack of an investigation.

Police subsequently arrested Sean M. Campbell, 44, on misdemeanor animal cruelty charges.

Authorities said Campbell repeatedly beat a chestnut- and white-colored horse on the head and neck on June 22, causing six wounds.

"There were some pretty deep gouges," Police Lt. Gary Forward said.

Forward said police have statements from a witness and the veterinarian who treated the horse, which he said was not a racing animal.

The New York State Racing and Wagering Board suspended the licenses of Campbell and his wife, Carolyn, both of 44 Tamarack Trail, Saratoga Springs, in August as a result of the alleged beating.

Forward said only Sean Campbell was arrested because he is the one whose actions allegedly injured the horse.

"The Racing and Wagering Board has a different set of standards to abide by," Forward said, explaining the board's proceedings are civil, not criminal.

Campbell has been a trainer at Saratoga Raceway -- now known as Saratoga Gaming and Raceway -- for about 15 years.

At the time of his suspension, he was by far the leading trainer for 2005 at the venue, with 88 wins and $329,459 in purse winnings.

The Racing and Wagering Board was moving its offices from Albany to Schenectady on Friday afternoon, so officials there could not provide information about the length of Campbell's license suspension. Police, however, confirmed his license is still suspended.

Campbell pleaded not guilty in City Court on March 3 and was released on his own recognizance. He is due back in court March 14.
