Both an emaciated horse and dog had been taken away from Carl Russomano a year before he was charged with starving his pet Chihuahua.
Deputy Barbara Dunn, who is president of the Putnam Humane Society and often handles animal cases for the Putnam sheriff, said police twice responded to complaints of emaciated animals on Russomano's property last year and removed them.
She said charges weren't filed because Russomano agreed to surrender the animals and because he had financial and health problems.
