Both an emaciated horse and dog had been taken away from Carl Russomano a year before he was charged with starving his pet Chihuahua.
Russomano, 56, of East Branch Road, is scheduled to appear March 2 in Town Court to answer the misdemeanor animal cruelty charge filed by Deputy Barbara Dunn of the Putnam County Sheriff's Office.
The charge stemmed from a complaint police received last fall about a sickly Chihuahua roaming the neighborhood.
Police responded to the Oct. 29 complaint, but they were unable to locate the dog. Four days later, however, a neighbor brought it to the Putnam Humane Society, where it was treated.
Dunn, who is president of the Putnam Humane Society and often handles animal cases for the Putnam sheriff, said police twice responded to complaints of emaciated animals on Russomano's property last year and removed them.
She said charges weren't filed because Russomano agreed to surrender the animals and because he had financial and health problems.
"He agreed to surrender the horse to a rescue foundation for horses," Dunn said. "There was also a dog being kept in squalid conditions in the house, and he surrendered that."
But Dunn said police weren't aware that Russomano had the Chihuahua because he kept it at his business. Further information on the business was unavailable.
Police had asked Russomano several times to come to the Sheriff's Office for questioning, but he refused. Dunn then got an arrest warrant for Russomano.
Meanwhile, Dunn said the Chihuahua, which has been named Papa, is in a foster home.
"He's gained some weight, and he's doing fine," she said. "We also discovered that he had a heart murmur that was untreated, but it's now being treated." Neighborhood MapFor more information about the Interactive Animal Cruelty Maps, see the map notes.
