Ceasar Bell, 26, of Elm Street, New Haven, has been re-arrested by authorities for skipping a court date. He posted $500 bail and is scheduled to be arraigned on the new charge Sept 15.

Bell is facing a year old animal cruelty charge for allegedly locking a pitbull puppy in the airless trunk of a car.

On Aug 25, 1997, Bell received a summons by Animal Control Warden Pat Liptak after he allegedly locked a pitbull mixed puppy in an airless truck of a sedan type vehicle and went into a shopping mall.

The puppy could have had a heat stroke due to the 76 degree temperatures and it was very sunny.

Bell could face up to five years in jail and a $5,000 fine if he is convicted on the failure to appear charge and another year on the animal cruelty charge.

Bell had applied last year for accelerated rehabilitation, a lenient form of probation for first-time offenders or less serious crimes. The application was never acted on because Bell allegedly failed to appear for his court hearing.
