Greenbrier County's animal control officer Shannon Willey told County Commissioners January 24, 2006 that about 60 horses are being kept in conditions considered unacceptable. She did not name the proprietor. Willey said she has given notice to the owner that he has seven days to rectify the situation. She said that while she has the authority to give notice, she lacks the empowerment to issue citations. Commissioners agreed to consider, at the Commission's next regular meeting, a resolution that would empower Willey to write tickets.
Meanwhile, the question arose as to what would happen in the event of non-compliance: where would the animals be maintained pending auction if they were seized by the Sheriff's department? Commissioner Brad Tuckwiller suggested animal control authorities look into the possibility that the person who leases county-owned stables might house them temporarily.
