A north Tampa woman and her daughter were cited for animal cruelty in early Feb 2006 after county investigators found two dogs and two puppies in advanced stages of mange.

Cited for animal cruelty and improper confinement were Delicia Miller Beale, 41, and her mother, Princess Allen Rowland, 58, both of 12408 N. Taliaferro Ave. Neither was taken into custody but they were given notices to appear in court on the misdemeanor charges.

Hillsborough County Animal Services cruelty investigator Loretta Bradley said the department got an anonymous call on Feb 6 about malnourished dogs afflicted with a bad case of mange.

Bradley made contact with the women and seized the dogs on the night of Feb 7, 2006.

The dogs were euthanized immediately, she said.

"Their condition was extremely severe," she said. "They suffered for an extremely long time."

The dogs were diagnosed with sarcoptic mange, which is contagious to other animals and people, Bradley said.

The two adult dogs, Mitide and Brandy, as well as the two unnamed puppies, had 70 percent to 90 percent hair loss, she said. There was no food or water, she said, and no proper shelter.

A fifth dog found in the house did not appear to have mange but was seized anyway, Bradley said, and is being held for observation.
