Carlow ISPCA officers are horrified by the growing incidence of animal cruelty in the town after a cat was discovered tied to the railings of a building site.
This latest incident, which occurred just days after another mistreated cat was found by ISPCA officers, occurred last week when a cat was found tied to railings of a building site on the Tullow Road.
The animal, whose tail had been severed, was spotted by a passer-by on a night out when she heard the cat's whimpers.
She found the animal tied around the neck to a building site by a strong piece of plastic, and in a very distressed condition.
Jean Bird of the Carlow Society for Prevention of Cruelty to Animals, said that the cat, a mature adult male, had most of its tail severed and had suffered terrible nerve damage.
'We don't know whether someone had swung him by his tail,' Jean said, 'but he has suffered terribly.' References
