An Arlington man was arrested and later released after 22 dogs, all chained and badly emaciated, were found at his home in the far Southwest Valley, authorities said. Marlon Owens, 28, was booked in a Maricopa County jail on multiple counts of animal abuse then freed without bail after an initial appearance before a judge, a move that disappointed Sheriff Joe Arpaio.

"I don't like criticizing judges," Arpaio said today. "They have their mission; I have mine. But I think some bond should have been set."

Owens was taken into custody on Jan 31 at the remote property near 324th Avenue and Salome Highway, said Lisa Allen, a sheriff's spokeswoman.

Allen described all dogs as pit bull mixes that were badly malnourished. The dogs were seized for a veterinary checkup and other care.

Owens had ignored past warnings to take care of the dogs, Allen said. He was arrested after deputies stopped at the property and found the animals in worse condition.

A preliminary hearing for Owens was set for Feb. 15 in the Estrella Mountain Justice Court, formerly known as the Buckeye Justice Court.

Case Updates

According to court records, Marlon Owens pled guilty to 3 misdemeanor counts of animal cruelty on June 29, 2006. As part of the plea bargain, 21 additional counts were dismissed. Owens was allowed to keep 3 dogs, and the rest were surrendered to the Humane Society. Owens was sentenced to 24 months probation and was prohibited from obtaining any new animals during that time period.
