A 23-year-old Phoenix man was arrested January 15, 2006 on charges that he tied a rope around a puppy's neck and slung it into oncoming traffic.

Deandre McCuin was arrested by Capitol Police on an animal cruelty charge after the incident near 20th Avenue and Adams Street.

The Arizona Humane Society says the 8-week-old Shar-Pei-pit bull mix puppy had extensive trauma and had to be euthanized
