Horse neglect - emaciated, in need of vet care

Defendant/Suspect: Paul Pugh

A horse owner was successfully convicted 17 January 2005 of cruelty to animals at Thomastown District Court.

Paul Pugh of Borris, Co. Carlow was convicted under the Protection of Animals Act 1911 for cruelly ill-treating a male stallion of approximately 2.5 years of age.

Inspector Conor Dowling of the ISPCA and Inspector Jean Bird of the Carlow SPCA were alerted to the neglect and called to the premises on March 22 2004. There they found a male stallion completely emaciated and in urgent need of veterinary attention. The stallion was removed to the ISPCA National Animal Centre in Longford where with the help of our care assistants and veterinary team was rehabilitated to full health and he has now found a wonderful home.

Judge Hartnett adjourned the case for sentencing but has stated that he plans to impose a ban on keeping large animals for life on Mr. Pugh. Inspector Conor Dowling of the ISPCA said "We are very pleased with the outcome of this case and are thankful that we were able to rescue the stallion in time".
